Get a solid Intous tablet from Wacom, but first make sure you're confident drawing on pencil and paper, because it won't help otherwise. Practice every day for a long time. Anyways, pricing should be around $150 - $200, it's an investment, but it's worth it.
Bamboo's are great if you're just beginning, but ultimately, why buy a tricycle, when you're capable of driving a car given practice?

I think you can get a bamboo tablet for like 50 bucks and I've heard those are decent. You might want to post in the art or flash forums for a good answer.
